It is, however, a fact that the Government of the Colony never
raised the number of chests for expert, but brought the number
of chests of prepared opium down to three hundred and eighty,
which represented the remunciation of receipts corresponding
to one hundred and twenty chests. On this basis the contract
at present in force with the bidder for († farmor of
"arrematanta") the industry in Masao was made,

Financial considerations justifying the gradual character
of the steps taken for the extinction of the trade foreseen by
the Convention impose themselves upon cvery Government. AB
Your Excellency will remember, Singapore, Batavia, Bangkok
and Saigon, as late as 1980, imparted from India 3200, 2900,
1700 and 980 chests respectively, and, up to September 1921,
2295, 1700, 1500 and 1305 chests. Kengkon which restricted
its imports to 20 chests monthly has already raised it to
25 chests and estimates a further increase for the present year.
In regard to Kaaso, the revenue of which by little exceeds
five million patacas, three of which are derived from opium,
a sudden reduction, as suggested in Your Excellency's Note,
would represent a decrease of more than two million patacas,
and would render impossible the plan for improvements in
connection with the pest construction works, and the
furnishing of water for the city. In order to carry out this
plan, which will contribute to the welfare of the inhabitant s
the Goverment of the Colony has no means of creating maw and
sufficient revenue.
To these circumstances, which should be properly
considered, there should be added this fact, to which I
particularly call Your Excellency's attention as it did not
enter into the calcul at ion of His Majesty's Government, and
